If they were bought from the level 11 mods vendor though, as a level 10 character she cannot equip them. The tooltip for the mods will show (near the bottom of the tooltip, iirc) what the level requirement to equip them is. If they were bought by someone else, then the mods may be too high level for her - if they say, for example, that they are 'Efficient Mod 9' that does not mean they are for use by level 9 characters, it means they are tier 9 items.
as she is a f2p player she cannot use the trade system as far as I know, so the mods could not have been bought by someone else and sent to her (except via mail possibly, not 100% sure on that). It was the only thing I thought of.that she was actually trying to 'wear' the mods, enhancements. I asked her if she had the saber itself open, could she see the slots for a hilt, a mod, and an enhancement and a crystal. As far as I can tell, she is ctrl-right clicking the saber.
